Software and Shut Downs

I have two operating systems from which i am processing the current shut down.
One is a Dell Latitude C640 old Windows XP (experience)  (very reliable), while the other
is a Dell Inspiron 4000 dual boot of Ubuntu Linux 10.04 LTS (Long Term Support) and Windows XP.
What is interesting is when choose the shut off option, i get three options.
Standby, Turn Off and Restart.

Maybe these are the options the U.S Government should have chosen instead of a complete shut down.

The American experts tell me that the there are challenges in budgets which we also have in Uganda (especially in the health sector as well as with needs for pay increase for our teachers). The argument that the head of state has used here,
centers around the need to work on other more important challenges like Infrastructure. He argues, that dealing with
some of these core projects will help in the long run to cushion the economy and the nation as a whole.

In addition to this, i am told that the Republicans are positioning themselves for a system that could fail. There is a feeling within their ranks that Obamacare is faulty and needs to be stalled for now at least until the changes or amendments they see are changed. The President on the other hand seems to have a good idea (and a legacy to worry about) as well as his eyes on the mid terms. The delicate balance of numbers also presents some challenges and to be fair with the republicans, they cannot be blamed for playing their cards.
Critics have also lambasted the government on the frequency of its closures and near-misses.

Ubuntu has some interesting options. Including a Hibernate Option. This would work well for the U.S government. Or the standby option which works in both Ubuntu and XP.
